Why do you think complex life either needed to arise from random elements on Earth or have been put there by some intelligent being? First is unlikely and the second solves nothing because now you have to explain the origin of that precursor intelligent being. Life was probably kick started by something not-quite-life that formed in regions of space with greater energy gradients and landed on Earth. And this probably happened many times and failed to become life on all attempts but one.
