So now that we finally can move science to private sector, how can we establish billing for fundamental physical discoveries? Patent law doesn't really work here so what is the alternative? Billing by energy consumption?

Science moved to private sector. Every large company has at least one (often, a few) research group which continuously tries to find ways to improve products. This is how we get new processors and AI advancement. And its not only about tech-bro sector - factories and large conglomerates have material science research groups which constantly searching for new trillion-dollars patents of some super-plastic. People simply realized that the reddit-like pop-cultural science of le heckin higgs boson, theoretical retards dropping diss tracks on each other and science black men looking at the stars through the telescope leads nowhere, so it shifted to something that can actually change our lives.

Yes, I guess there will be various strategies, but the one everyone seems to talk about the most is by energy consumption, assuming the relevant law applies and is primarily responsible for the output.

things will get weird as money is just a proxy for energy as well so you’re charging energy to convert other energy between states.
its not any different than patenting algorithms and charging by how much data it processed.

The best solution is twofold:
1. A perpetual and exclusive deed to the discovery, owned by the discovering Corporation.
2. A tax levied on all humans disbursed to deedholders based on contribution to GDP.
This is the only fair way to run private capitalist science and incentivize further development.
