Science moved to private sector. Every large company has at least one (often, a few) research group which continuously tries to find ways to improve products. This is how we get new processors and AI advancement. And its not only about tech-bro sector - factories and large conglomerates have material science research groups which constantly searching for new trillion-dollars patents of some super-plastic. The best solution is twofold:
