Putting "prize" toys in boxes of cereal costs money and Walmart is all about cutting every penny they can. Bottom shelf brands long ago replaced toys with printed activities on the box since it saves them money.
In this particular case, it's simply something they were able to put on the box cheaply while making parents feel good about the crap cereal doubling as a STEM toy.
