Is a gifted individual the result of gene conditioning and genetic lottery, or is the way they develop more akin to an undefined, complex influence of external factors shaping that person at various stages of development? Assuming the latter option in a hypothetical situation with the appropriate allocation of resources, systems, and institutions are we capable of creating a society composed exclusively of gifted individuals (a form of cultural eugenics). Isn’t environment a primary actor in shaping population?

Theoretically, yes. You could set up society in a way that would make everyone smarter. Of course there would still be smart people and dumb people, but you could reach a point where even their slower members are bright by our standards.

It's both things but also a third thing, which is the accumulation of thousands of tiny unknowable accidents. There's a developmental lottery that we have no practical way to control.

It is a combination of many thinks, each dependent on the others:
(1) Genes
If you do not jave the right genes to build the right neural networks, you are doomed to the left side of the curve.
(2) Natal environment
Unless your mum delivered the right hormones to you at just the right time to correctly express that encoded neural net you will be move leftward.
(3) Early nutrition and stimulation
On demand breastfeeding for a minimum of two years. Constant maternal presence. Abundant mental stimulation and plenty of nap times.
