is it possible that land vertebrates come from two different lineages and are not closely related? (well technically all are fish at least instead of insects)

here's my theory:

1) fish with scales appears on land some 400 million years ago and never returns to the sea

he turns into salamander or a frog (difficult to say which is first)
however frogs ARE specialized because they are leapers

2) 50 million years later another branch of fish had developed even further on the sea
he climbs to land with similar legs than the first attempt who became amphibians
but he has another trick:
-eyelids
-scaly skin (think of lizard scales)
-front legs and hind legs are copies of each other (he is not a leaper)

so the thing is number one left these descendants in modern world:
-frogs
-salamanders
-wormfrog (eyeless earth worm look alike with a vertebrate)

number two descendants:
-dinosaurs (rip)
-lizards
-snakes
-turtles
-birds
-mammals
