Even if Superman had 'x-ray vision' that wouldn't make a difference, he still wouldn't be able to see anything with it because most objects do not emit x-rays.
If a component of his 'x-ray vision' was some sort of x-ray emitting feature that would illuminate his field of vision with x-rays so he could make use of the 'x-ray vision' then that also wouldn't work because most objects would not reflect the x-rays back to his eyes. Medical x-rays work because the object being inspected is back-lit. So is Superman surrounded by a sphere of invisible x-ray emitters or something like that which allows him to use his 'x-ray vision' ? Seems fairly far fetched, how big of a sphere of x-ray emitters and whats their total wattage? Where does all this energy come from?
Furthermore if 'x-ray vision' has any illumination component at all then Superman is giving cancer to everyone he looks at, which isn't really superhero behavior at all, giving cancer to innocent bystanders is what a villain would do.
