In the ribs and head. A good tip is to keep your non-dominate hand by your groin or to face the dog with the outer left side of your leg. Most German Shepherds are inherently taught to attack for the groin and the arteries around them to kill faster.

I weigh slightly over 250 pounds, I would charge at the dog and bellyflop on it, smashing legs and ribcage under my bulk. This will work against all but the largest of dogs.

Pepper gel is my go to when it comes to violent dogs, but if I didn't have it on me for some reason and I couldn't grab a stick or something in time then I would probably low kick the shit out of it while looking for something to climb.
If it managed to bite and lock down then I would grapple it, with the tactic of ether grabing its hind legs and lifting them up to get it loose then slamming the dog until it submits, or grabbing its forelegs and splitting them apart which apparently is a anatomical weakness in dogs and should totally disable it. If both of those fail then I guess in desperation I could try a guillotine choke to try and get it to stop biting and control the head while choking some of the fight of of it.
