Most bums don’t know how to fight in general let alone wrestle with any kind of proficiency. Posts like these are especially regarded though because if OP had asked “would a double leg work in a street fight” you could just as easily say “I don’t see how a double leg is going to stop you from getting kneed.” The Philly shell is for defending against punches, there’s no reason it couldn’t be used to that end on “da streetz”
