What form of personal ocean travel could I use to explore the coastline where I live? I'd be up for buying a boat or jetski, but storage and transport is an issue

inflatable stand-up paddleboards are a very good option, quite comparable to a hard board in performance for many applications. they pack down very compact and inflate to become as nearly as rigid as a normal board.
if you gottagofast you can slap a scubajet on there.
another thing to look into will be sailing clubs. often they'll have a fleet of small single- or double-handed sailing dinghies and catamarans available for member use after you've gotten qualified to take them out solo.
there are a lot of other options for circumventing the storage and transportation issues because a lot of people deal with that.

I see some foiling windsurfers these days but yeah most of them seem to have been replaced by kites.

I would say distance is less of a concern than speed, although getting to islands 10km off shore and back would be ideal

Second for 'look for a sailing club'. I'm on one of the great lakes and there is a club local to me, membership is exceedingly cheap, and allows full access to their fleet of day-sailers. If you're looking to go 10km out to the nearest island, I'd certainly not want to paddle out there with a SUP or something.
