Makes grappling more awkward. Whether they say it or not, that's also why they use shin pads. Anything but a vanilla knee bar can get funky, so less people hobbling each other.

Your guess is as good as mine, but there is probabaly some uppity concerned citizens or something. Almost every time odd overprotective rules are put in place here its cause some politician with a stick up his ass made a fuss.

of course the cinder blocks werent REAL cinder blocks\were weakened, etc
but he thought elbows were super scary and thus he banned it
