There are MMA promotions all over the world. Some use the unified rules, some use stricter rules, some use more liberal rules, similar to Pride, some almost resemble early UFC. Every promotion decides for itself. On the other hand we have the USA where a boxing (sic) comission decides at what angle can MMA fighters elbow each other.
It's like troons. They exist all over the world but nobody cares about them except a few countries, including the USA, just like nobody cares when should fighters be allowed to knee each other in the head.

Because of states rights. Prize fighting is not an essential industry so the federal government never bothered to regulate it closely. Boxing commissions became a thing due to the byzantine corruption of local government and decided all kinds of retarded bullshit to protect their bag. The unified rules were submitted just to get these guys to play ball. The UFC doesn't want to fuck up a good thing so dumbass concessions like 12-6 are going to remain for the foreseeable future.
Of course, federal oversight wouldn't necessarily be better. France did decide to butt-in for whatever reason and they banned it until relatively recently.
