What's more valuable in a fight, 15 lbs of muscles or 1 foot of height plus 1.5 foot of reach?

Weight doesn't follow a linear scale. 15lbs when your total body weight is 120 is huge, 15lbs when you're 260 is almost irrelevant. A foot of height is always a foot of height, though. I'd say that weight is more important until around 180lbs, and then height takes over.

due to the square cube law too, 1.5 in height multiplies the volume as in body mass
look at the difference between a 4 foot person and a 5 foot person
then a 5 foot person and a 6 foot person
the latter is way bigger in comparison to the former
