Hojojutsu was originally a set of police techniques for restraining prisoners - you wouldn't be doing it alone and the prisoner would have already been captured and forced into compliance. From there, the Japanese refined the technique into a codified system of knot-tying, instead of just roughly tying the prisoners hands together.
