I think you are stuck trying to animate by hand if you are using blender or maya. Maybe you can get something running using ziva or houdini tetrahedral vellum, but I'm not sure how good the end result might be. This was supposedly done using cloth, but I don't know how to reproduce it.

Just extruded out some points for ears and hit smooth. The computer made a 6-pole trying to blend in the original cube with these polar ear points. neither of which are conducive to showing detail. Topo is about giving important details what they need to show through. The computer doesnt know what's important. Just hitting smooth on your blocked shapes isnt often going to give acceptable topo. You have to go back and undo what it did and redo it. It's a pain.

another 6-pole. they're all of the place. Theyre going to destroy every material applied, mess up the UVs, the normals will go crazy during deformation. They have to be fixed. 5 poles are some times unavoidable but a 6 pole always has a solution that eliminates it.

theyre reducing the number of edge loops around the leg from the body. Doesnt make sense when the leg has too many edge loops anyways. Delete them so that the ring where the leg meets the torso have the same number. You're in total control of how many edge loops there are in this situation. Why use the wrong number and then do more work to fix it haphazardly?

I must assume this is an artefact from smoothing some weird extrusions. Sometime next level topologists put weird breaks in smooth topo because it creates an effective detail in complex anatomy. IDK what it's doing here. there IS a little dip in a horse's side right at that spot but the verts are all smooth. you could delete all of those edges and it would look the same.

He extruded out a leg, added hella edge loops to make it this horse leg shape then hit smooth. He did not add hella edge loops to the whole rest of the horse to do the same thing. The result is a super dense leg which is difficult to edit, and a body which still doesnt have enough resolution to show any details. Hit smooth again to get more detail in the torso and then the leg will become almost opaque in wire frame mode.

This method of extruding, slicing, adjusting, and smoothing is called "box modelling". In general you want the whole mesh to have a homogenous density of edges. IF a specific spot needs extras to make the smooth tool create some shape, then do it. The whole length of a tubular limb is not the place for it.

I'll tell you
IT is a failed attempt I made at making a collision scheme to make dynamically driven dicks go where I want them to. The big shape is a funnel with invert normals. In practice I would have hidden it and parented it to the pussy mesh. The dick's supposed to slide in and out, but the tight space caused the collision on the IK spline to intersect with the funnel and get stuck. It never worked and I repost it to be funny, but get taken seriously every time.
