You only get to melt the caps once. Mars still has low gravity and no magnetic field. As soon as the atmosphere warms up and expands, it'll start being stripped away again.

That's really hard to answer with any certainty. ULA is coy about the dry mass of it's stages and Blue Origin is even worse when talking about the BE-4's specs. We don't have a lot of solid numbers for Helios either, just 14 tons of propellant and 67 kN of thrust. The only thing we really have solid numbers for mass ratio or performance for are the GEM 63XLs. Northrop might be oldspace but at least they publish a fairly candid propulsion catalog.
But if we fill in the gaps with reasonable assumptions it looks like the answer is probably not. Vulcan Centaur/Helios could only (maybe) get about 10 tons to C3= -2. My thought is that you've probably underestimating the weight of both Dream Chasers. If the DC-101 weighed that little it'd be launching on the Vulcan VC2 instead of the VC4.

Yes. The preburner are certainly running in a way to make the resulting mix in the combustion chamber be fuel rich.
Otherwise your chamber would oxidize away. The gas in the preburners is higher pressure but way lower temperature so it's survivable with certain alloys.
