Besides Trump only has four more years, there's no guarantee that the next republican candidate has his charisma, and the next democrat candidate will still want him put away. That's why I have divided the citizens into sections responsible for electing an expert from among them to the Supreme Council, and decided to periodically shift a fraction of each section to another section for cross training as a matter of protocol.
This fosters a broadening of competence and critical redundancies in case of injury or sickness, along with a sense of interconnectedness and camaraderie between sections that would otherwise grow increasingly distant and eventually come to odds over some retarded vote they all have to worry about.
All that mitigates this inherent difficulty with voting on everything because that task has been delegated to the most qualified people from each section as chosen by that section.

In both scenarios survivng is a matter of your delta v vs the drone. If you have less delta v than the drone then the only variable is how long it takes you to be destroyed. Being high or deep in the suns gravity well is not really about time to intercept and more about the fact that something intercepting you will have spent a lot of delta v to get to you.
At the ranges and velocities of space combat you would want to intercept a drone with a drone. Bullets are useless. It's like trying to shoot a jet down with a rifle but at dozens of times the relative velocity and thousands of times the range. Dumb munitions will be tools of earther primitives
