Any routine ISS mission is ultimately planned months if not years in advance and that timeline is not soley due to time it takes flight hardware to be ready.
Only SpaceX and NASA knows if hardware is ready or the progress of being ready to fly.
Everyone knows damn well that F9 itself would be ready, almost any mission can be pushed back if a booster is needed. Only question is how ready can a dragon be and how quickly can it be integrated, NASA's timelines otherwise give them plenty of time but we haven't seen SpaceX actually double-time a Dragon yet to see the possible turn around time as compared to Falcon
