What software essentially allows for "hot-swappable" aspects of a 3D model?

I've seen some of these "skins" be like a video game model's arm being "hot swapped" for a bionic one as a "skin" for a single model just like a head can be changed for different heads.
What software can do that and what is it generally called in this industry across programs like Zbrush, Blender, autodesk, etc.?

A Maya user and a Blender user visit a job fair. They approach one of the tables and get interviewed by someone representing a studio that uses Maya. The Maya user has an okay grasp of 3DCG fundamentals but is seriously considered for hire because they use Maya. The Blender user knows their fundamentals well and is why they're also being considered for hire. The studio has on-site trainers to help new hires get accustomed to Maya if they aren't already.

I'm using blender for 3d modeling with the hope of 3d printing. Its been going well, but there's one thing I can't figure out how to do. I've checked around online and in tutorials but nothing I found was quite what I want or would work.
I have a peg and I have a curved piece that goes on that peg. I want to rotate the curved piece around on that peg in a way that mimics the way it would when printed. The peg isn't set to be directly on x,y, or z axis so it would need to rotate around a non-cardinal direction, locked to a specific piece of geometry.
The closest I've gotten is manually placing the 3d cursor and using it as origin but that seems like a slapdash solution and requires constantly repositioning the cursor to test different pieces. I'm thinking maybe the solution lies in armatures and bones but I'm totally inexperienced with them since I've used blender only for modeling not animating.

Seeing this kind of stuff as a 3D artist is super depressing. Especially when you look at artist's age and this apparently being his first personal project. A month after release - boom - artist at Nvidia, already won the game basically.
How to deal with this? I start doubting my career path and questioning am I really just an average replacable industry monkey in comparison?

How important is the monitor when it comes to making good looking CG? Obviously a need for speed fat screen is gonna be worse than some basic 1080p monitor from 2018 and up. But is there really a difference? I have a widescreen monitor that I bought for good looking games and stuff like that so I wonder if I should use it for rendering and stuff

Any of y'all ever mess with Faceware with iClone?
I think I got everything set up right, but my mocap data isn't controlling the model. I can see that the program is reading my facial data, and I pressed spacebar to enable the simulation.
Model just doing the default blinking.
Anyone run into the same issue & know what my issue is?
